Remember they came up with the trolley that looked just like the trolleys used to deliver dead bodies to the cemetery?

"Trolleys as funeral trains? I did not know that?" When shown some they freaked, so ended that logo.

Then there was the "DowtowN" logo the city was charge $80,000 or so for, that had been designed when they asked for the money!

During the Hospital debate one supporter of the Mayor denied that there was any discussion of or plans for a recreation center. When the plans for the recreation center were made public that same person stated that a rec center was just one of many ideas mentioned in numerous brain storming sessions.

My take on that comment was that apparently for years a small group was discussing and planning for the closure of the Hospital YEARS BEFORE THE PUBLIC WAS INFORMED.

I wouldn't be surprised if merger discussions were taking place before the ink was dry.

I still have not received any answers to the questions I sent to the communications director of Three Arches.

1. Who the board members?
2. What city do they live in?
3. Who chose the Board members?
4. What are the terms for Board members?
5. Are there any rules governing their conduct as Board members?
6. How will Board members deal with potential conflicts of interest?
7. What is the total net asset value of the Foundation?
8. Where are those assets invested?
9. What is the expense ratio?
10. The Cleveland Clinic Foundation reported in its annual financial statements that the assets of the Lakewood Hospital Foundation are included in the assets of the Cleveland Clinic Foundation. Will the assets of the Three Arches Foundation be included in the assets of the CLF?
11. If so, how does that affect the independence of the Three Arches Foundation?
12. Will the Cleveland Clinic have any control or influence over the disposition of the assets of Three Arches?
13. Three Arches will serve "Lakewood and neighboring communities". What is a neighboring community?
14. Councilman Juris once told me that neighboring community meant anywhere in Northeast Ohio. Is that an accurate definition of neighboring community?
15. Does Three Arches anticipate or plan to help individuals pay medical bills?
16. Does Three Arches plan to support organizations that offer free medical care like North Coast Health?
17. Does Three Arches plan on distributing a set percentage of assets and or income?
18. Does Three Arches plan on distributing all of the assets over a set time period or is it a forever foundation.
19. The City of Lakewood had a beneficial interest in the assets of the Lakewood Hospital Foundation. Does the City have a beneficial interest in Three Arches?
20. If not, what did the City receive for its beneficial interest?

There were several board members of now Three Arches at the community forum back in November. I viewed that as they were citizens engaging in educating themselves on the progress of the task force.

A few have also come to our meetings, all of which are open to the public. Some as residents observing a government task force, some as members of LHA.

The task force has had an open invite out to both City Council and LHA, to come observe the meetings, as they’re the final decision makers on our recommendations.

The task force has also asked, then LHF, to present what their future plans were. Now that they’re officially approved by the IRS, they will be coming in to tell the task force what their plans are going forward.

At no point has any one of them said that they should takeover the funds going to the new foundation.

Thank you for this update.

I hope that one of the recommendations of the FPTF will be to prohibit cross-board membership between the New Foundation and the Three Arches Foundation.

I would hope that another recommendation would be that all former board members of the Lakewood Hospital Association be barred from New Foundation board membership for a period of 7 years.

It would be a great disappointment to many citizens of Lakewood to see two foundations; both predominantly serving the needs of the Cleveland Clinic Foundation.

I suspect that this is inevitable given that both foundations already have (or will have) board seats held by individuals affiliated with the Clinic.

At least one of the foundations should be broad-based and independent enough to support other health care providers.

Let me put a finer point on my observations.

If the goal here is really to support the Cleveland Clinic Foundation with the proceeds of the other foundations, be transparent about this and make a clean recommendation that the two entities (New Foundation and Three Arches Foundation) be merged.

The last thing that I want to learn is that the whole effort of the Foundation Planning Task Force was mere window-dressing to achieve the express goals of the original Letter of Intent with LHA and LHF, but through two separate entities (and obfuscation).

Now that the Foundation Planning Task Force has been at work for a year, I continue to encourage the FPTF to prepare and issue an interim report that describes preliminary findings and likely recommendations.

At this point, the FPTF should have a clear understanding of the proposed mission and goals of the New Foundation and should be able to articulate this in writing.

At this point, the FPTF should have a clear understanding on strategies to insure the neutrality and fairness of the grant-making process for the New Foundation (except for the CFC-dedicated funds).

To the extent that the FPTF does not have clarity on the mission, goals or neutrality of the New Foundation, that dilemma should be accurately described in writing.

(I stress these points given the peculiar, conflict-ridden, and secretive manner in which the city administration conducted other important issues related to the liquidation of Lakewood Hospital that resulted in substantial public interest litigation.)

In a weak moment I thought I would apply for a position on the task force. I didn't do it because there was zero chance I would be appointed. Of course, I hate meetings. It has been my experience that every hour of meeting results in 1 minutes worth of work.

I have some sympathy for the members of the task force. Just how do you spend $30 million on health and wellness?

Buy everyone in Lakewood new sneakers?
Pay everyone's deductible?
Subsidize the Cleveland Clinic buy paying the Clinic to treat the uninsured?
Provide bus service to Avon so the people of Lakewood can see their doctor?
Pay the Cleveland Clinic's facility fee charged to the people of Lakewood for using the taxpayer financed health center?
Pay for gym membership?

Of course Councilman Sean Juris stated that the LHF would be converted to a regional institution so we can expand our horizons to bike trails in Brunswick, hospital beds in Avon and new imaging equipment at the Cleveland Clinics Columbia Road facility.

So many choices.

Of course if we have $30 million in the new foundation and $40 million in the Lakewood Hospital Foundation that's $70 million in foundation money just waiting to be distributed. Seems like a lot of money to me.
