Dogs, kids, family,
unlike the "written law", let's treat each case individually, the case takes no more or less time to review, 5 minutes, big deal, bring Charlie in, let him sit or do what dogs do, and let a panel of 12 or more, however many neighbors, relatives, friends, whoever show up. get over it. if my dog, I'd fight to the finish.
