Assuming the transport times are listed on the patient care reports, the only reason they would not be posted would be if the patient information is too "intertwined" with the transport times for there not to be a risk of revealing the exempt information. If they are not too intertwined, the decision seems contrary to the court opinions cited on page 31 of Ohio Attorney General Mike DeWine's public records manual, the Yellowbook. According to this portion of the manual, several court opinions have held that an entire record may be withheld only when exempt information is "inextricably intertwined" with the entire content of a record that the exempt information cannot be protected.

I will not speculate as to which one of these could be the reason for the apparent secrecy. I will leave the speculation to others:

1. The transport times are "inextricably intertwined" with the medical information to the point that the exempt information cannot be protected.
2. Something is being hidden.

Also, could any other statements made by posters here on the Deck that are allegedly "inaccurate" be addressed? If so, documentation proving that the statement is inaccurate would be great.

If the patients are not kept track of after they are dropped of at the medical facility, I guess we really don't know what happens to them. Therefore, the idea that individuals with life-threatening ailments being treated and released immediately at Lakewood "ER" seems to hold little to no water.
