A friend of mine sent me a text today asking if I had seen the claims made by Lori Allen about pothole patching and street resurfacing on the Observation Deck – I used to be a contributor to the Lakewood Observer years ago, but I don’t come here much anymore, perhaps once every one or two months just to take a cursory look.

Every single claim made by Lori Allen in this thread is simply false. False do such a degree that it merits a response based on facts to set the record straight.

I don’t know how to really use the deck format – nor do I really care to invest the time in that I rarely visit this site and may never post again, or at the very least not for a very long time. I’ll just respond in order to Ms. Allen’s falsehoods and outright lies and respond with facts below each one.

1) Ms. Allen made the following FALSE CLAIM:

“It has come to my attention that either Friday or sometime over the weekend, Wilbert Rd. was patched all the way through from Lake to Cliff Dr. They even patched by the catch basins, water valves, and all the way from curb to curb.” ….and “Did Summers' call and complain about his street? I don't know for sure. However, it would be typical of a Lord such as Lord Lakewood to put himself first and his subjects and serfs last.”

THE FACT IS: The reason that Wilbert, Nicholson and Edgewater to Lakewood Park were patched early was for the sole reason to protect all the runners that participated in the April 8th St. Edward Eagle’s Run 5K race. So yes, we were very meticulous in making sure we alleviated any potential for an ankle injury and/or fall so that none of the runners would get injured due to any road surface defects. That’s it – no vast conspiracy, just concern for public safety and that the race would be a pleasant experience for all.

We do the same for Lake Ave., it gets meticulously patched early due to the many road races that are run on that street beginning in April. Lakewood has a very active any dynamic running community and hosts over 12 races each year that are run on portions of Lake Ave – including a portion of the Cleveland Marathon and its 8,000 plus runners who run through our great city. It is estimated that over 20,000 runners participate in a road race within Lakewood each year.

2) Ms. Allen made the following FALSE CLAIM:

"I don't ever remember a time in Lakewood when our streets were not patched this long after winter. I don't know if there's no money for patch or if Summers laid off more of our city workers."

THE FACT IS: The asphalt plants typically do not open until the first or second week in April for “hot mix” asphalt patching material to apply to roadways for a more long term pothole fill and patch to degraded surfaces – this year it opened on April 3, 2017. During the winter months we use cold patch as a temporary patch measure that needs to be applied to the same problem areas multiple times each winter season. We do Lake Ave and any other road running race streets first, as mentioned above, address the largest known potholes citywide and then strategically move on to the most heavily traveled worst streets and then on to side streets in general.

THE FACT IS: To address Ms. Allen’s falsehood – the past two years we have completed all asphalt patching earlier than in the preceding 5 years. We anticipate that to be the same this year since we have resurfaced more city streets than ever before (more on that below). This has allowed us to do more crack sealing across the city to better preserve pavement surfaces long term.

3) Ms. Allen made the following FALSE CLAIM:

In regards to street resurfacing, these are the streets being paved this year:

- Leedale
- Erie Cliff
- Lake Point Dr. (ex-school board member, LHF member, and good friend of Summers lives here, street is not even bad)
- Athens from Belle to Warren (Dru Siley's street, go drive down it, it is not bad)
- Andrews (only from tracks to Detroit, school board member's street)
- Chase (a couple of Summers' friends live down here)
- Merl from Manor Park to Bunts (this should be done)
- Elbur from Clifton to Merl
- Chesterland from Franklin to Madison (John Litten's street)
- Leonard
- Shaw
- Northwood (street is very bad, but should have waited until Mckinley Place is done so heavy trucks don't tear up the road)
- Newman from Franklin to Madison (this should be done)
- Delaware from Carabel to Arthur (at least one alleged mayor's friend lives here)
- Richland (a couple of LakewoodAlive people and Summers' friends live down here, but street is bad)
- Hall from Lake to Clifton


THE FACT IS: These are the streets we resurfaced LAST YEAR in 2016 – selected based on the worst pavement ratings and conditions and some in conjunction with water main replacement projects. All your personal attacks against fellow Lakewood residents who live on those are baseless and again – they were all done last year.


4)Ms. Allen made the following FALSE CLAIM:

"I notice that they are holding off on paving Brown AGAIN. The only reason I can think of that this is not being paved is because there is an older gentleman and war veteran that lives down here. He is always complaining about his street and how it floods every rain. They have allegedly had armed guards throw him out of city hall a few times because they didn't like him asking questions. Not to be morbid, but are they waiting until this gentleman passes away on purpose so he can't enjoy a smooth street? Rumor has it that City Hall was harassing him at his home a while back."


THE FACT IS: Brown is getting resurfaced this year. The reason we had to delay the street to do this year and not do it last year is that this year we are also going to replace the water main. If a water main is due for replacement in one to three years, we are not going to resurface that street only the tear it up again in a couple years – we combine, when we can, the resurfacing of certain poorer pavement conditions streets with necessary water main replacement projects to save costs and protect our infrastructure. Many of the residents on Brown know this.

5)Ms. Allen made the following FALSE CLAIM:

"Last year, Kenneth was paved. This is not a heavily-traveled street and it could have waited. However, one of the mayor's secretaries and a couple other mayor friend's live down there."

THE FACT IS: This was resurfaced in 2015 and not last year – based on the fact that it had one of the worst pavement ratings and conditions in the city at that time and city crews were spending an inordinate amount of time patching it and trying to hold it together.

6)Ms. Allen made the following FALSE CLAIM:

"If you go back at the streets paved, you will notice that the total miles of streets paved each year has decreased during the Summers administration."

The is the worst falsehood of all – Kellyanne Conway could not top this one.

THE FACT IS: In 2016, the City of Lakewood had the highest number of streets to ever be resurfaced in one year. It surpassed the old record for number of streets set in 2015. None of these were meaningless chip seal short life span/short term fixes done 10-15 years ago, but rather deep grind major resurfacing projects the will last a very long time.

We are doing the following in 2017 - another very large resurfacing project once again eclipsing greatly what was done a decade ago, some including new water mains as part of the overall scope of work. Note: a couple poor pavement condition streets not shown below will be done in the next 1-2 years in conjunction with necessary water main replacements:

So I'll just post a bunch of lies and bullshit (like Lori does) and according to you dan, the person I post those lies and bullshit about is now required to be a breath of fresh air by showing up here and clearing it up??? Huh!! What a joke.

Lori is the voice of the Deck. She drives the content on this site by being the lead poster on ever single thread. That's a fact.

JOB is perfectly fine with her being the intellectual engine for this "mosh pit of word jazz".

Thanks for clarifying why preference is given to these streets and it makes perfect sense to me. However, please note the dates of most of the posts in this thread, which were in 2016. I don't appreciate most of Ms. Allen's posts, but quoting them out of context time-wise is not fair. And if you work for the city, please ask them to improve the website. It's really awful.

Let's not gloss over the fact that she can post anything she wants no matter how crazy or full of billshit. And the person or business that she posts about is required to come to the Observation Deck and be a breath of fresh air and clear their name. That's bullshit and it's arrogant on the part of the Deck.

Please tell me you see the flaw in this model.

So I can go to some site that you don't visit and I can make a bunch of shit up about you and Essi. Three or four people then get behind my post and give it some steam. They start to post about the lies. Now it's your job to find the website. Maybe your friend tells you about the Rumours and bullshit that someone is posting about you.

Love how you quote yourself in your post. Apparently you feel your words are so precious they need repeating. That's adorable. You can block Lori. It's a feature on the deck. And I don't call on people to correct or answer to anything on the deck. I would do that directly. If you look at when she posted, for example, street resurfacing, it was in 2016 before the streets were resurfaced. So her post on this point was "less false" or, as some would say, accurate. I agree, that in clearing potholes on Lake and Edgewater she was seeing a conspiracy that wasn't there and I fully appreciated Mr. Perry's clarification on that matter.

I'm not sure which "buttton" you are referring to. Or the breath of freash air. Nevertheless, Lori has an opinion. As do you. As do I. As do many people. I give no credence to, for example, our president's tweets. And in Lakewood, I have found unfortunately, of late, it isn't easy to distinguish between lies and bullshit at all. And I don't know where you are sticking your head and won't speculate but leave it to your's and other's imaginations.

Lori starts a thread that since June 20, 2016 puts the City and the Mayor on blast spreading lies and Accusing "lord Lakewood" of fixing his street first. Everybody from Deneen, Gosetti, Bridget then pile on with the snark. Fast forward to today and Chris Perry ( who I have never met and do not know) comes on here and lays to waste every single thing she posted.

The Decks response (Essi and Pete) is thanks for coming here and clearing up all the lies that Lori has been spreading. I believe then bthe quote from Pete was "thanks for being a breath of fresh air"!!!!

My response is: why then is it Chris Perry's job to defend something that was patently false the entire time on site he barely ever visits?

When and why did it become the city of Lakewood or a private citizen's responsibility to come to the Deck to defend what Lori chooses to fabricate and post?

THE FACT IS: The reason that Wilbert, Nicholson and Edgewater to Lakewood Park were patched early was for the sole reason to protect all the runners that participated in the April 8th St. Edward Eagle’s Run 5K race. So yes, we were very meticulous in making sure we alleviated any potential for an ankle injury and/or fall so that none of the runners would get injured due to any road surface defects. That’s it – no vast conspiracy, just concern for public safety and that the race would be a pleasant experience for all.

We do the same for Lake Ave., it gets meticulously patched early due to the many road races that are run on that street beginning in April. Lakewood has a very active any dynamic running community and hosts over 12 races each year that are run on portions of Lake Ave – including a portion of the Cleveland Marathon and its 8,000 plus runners who run through our great city. It is estimated that over 20,000 runners participate in a road race within Lakewood each year.

2) Ms. Allen made the following FALSE CLAIM:

"I don't ever remember a time in Lakewood when our streets were not patched this long after winter. I don't know if there's no money for patch or if Summers laid off more of our city workers."

THE FACT IS: The asphalt plants typically do not open until the first or second week in April for “hot mix” asphalt patching material to apply to roadways for a more long term pothole fill and patch to degraded surfaces – this year it opened on April 3, 2017. During the winter months we use cold patch as a temporary patch measure that needs to be applied to the same problem areas multiple times each winter season. We do Lake Ave and any other road running race streets first, as mentioned above, address the largest known potholes citywide and then strategically move on to the most heavily traveled worst streets and then on to side streets in general.

THE FACT IS: To address Ms. Allen’s falsehood – the past two years we have completed all asphalt patching earlier than in the preceding 5 years. We anticipate that to be the same this year since we have resurfaced more city streets than ever before (more on that below). This has allowed us to do more crack sealing across the city to better preserve pavement surfaces long term.

3) Ms. Allen made the following FALSE CLAIM:

In regards to street resurfacing, these are the streets being paved this year:

- Leedale
- Erie Cliff
- Lake Point Dr. (ex-school board member, LHF member, and good friend of Summers lives here, street is not even bad)
- Athens from Belle to Warren (Dru Siley's street, go drive down it, it is not bad)

THE FACT IS: These are the streets we resurfaced LAST YEAR in 2016 – selected based on the worst pavement ratings and conditions and some in conjunction with water main replacement projects. All your personal attacks against fellow Lakewood residents who live on those are baseless and again – they were all done last year.


4)Ms. Allen made the following FALSE CLAIM:

"I notice that they are holding off on paving Brown AGAIN. The only reason I can think of that this is not being paved is because there is an older gentleman and war veteran that lives down here. He is always complaining about his street and how it floods every rain. They have allegedly had armed guards throw him out of city hall a few times because they didn't like him asking questions. Not to be morbid, but are they waiting until this gentleman passes away on purpose so he can't enjoy a smooth street? Rumor has it that City Hall was harassing him at his home a while back."


THE FACT IS: Brown is getting resurfaced this year. The reason we had to delay the street to do this year and not do it last year is that this year we are also going to replace the water main. If a water main is due for replacement in one to three years, we are not going to resurface that street only the tear it up again in a couple years – we combine, when we can, the resurfacing of certain poorer pavement conditions streets with necessary water main replacement projects to save costs and protect our infrastructure. Many of the residents on Brown know this.

5)Ms. Allen made the following FALSE CLAIM:

"Last year, Kenneth was paved. This is not a heavily-traveled street and it could have waited. However, one of the mayor's secretaries and a couple other mayor friend's live down there."

THE FACT IS: This was resurfaced in 2015 and not last year – based on the fact that it had one of the worst pavement ratings and conditions in the city at that time and city crews were spending an inordinate amount of time patching it and trying to hold it together.

6)Ms. Allen made the following FALSE CLAIM:

"If you go back at the streets paved, you will notice that the total miles of streets paved each year has decreased during the Summers administration."

The is the worst falsehood of all – Kellyanne Conway could not top this one.

THE FACT IS: In 2016, the City of Lakewood had the highest number of streets to ever be resurfaced in one year. It surpassed the old record for number of streets set in 2015. None of these were meaningless chip seal short life span/short term fixes done 10-15 years ago, but rather deep grind major resurfacing projects the will last a very long time.

We are doing the following in 2017 - another very large resurfacing project once again eclipsing greatly what was done a decade ago, some including new water mains as part of the overall scope of work. Note: a couple poor pavement condition streets not shown below will be done in the next 1-2 years in conjunction with necessary water main replacements:

Do you deny that the above-listed streets were resurfaced in 2016? If so, could you please post documentation to substantiate that denial? Again, this post was made in 2016. If you do not deny that the above-listed streets were indeed resurfaced in 2016, my post is automatically true and a public apology from you, as a city employee, will be patiently awaited.

2) This was another post you claimed as false:

This is not a false claim, this is an opinion, which I am legally entitled to under Amendment I of the United States Constitution. I never claimed in this post that there was "no money for patch" or that "Summers laid off more of our city workers". That came to my mind as a possibility, and it was stated as such. Therefore, this was not a "false claim" as you "claim".

3) You claimed that this post was false:

The section of Brown that the gentleman in question lives on is between Madison & Athens, not Athens & Lakewood Heights, which, if I recall, was the section that was being held off on for the watermain replacement. Has this now been upgraded to include a watermain replacement of the entire street, all the way from Madison to Lakewood Heights? If not, my claim stands, since there was no holdout on a watermain replacement. Also, can you confirm or deny that the gentleman in question is not "well-liked" by City Hall, especially some of your fellow public works employees? Can you confirm or deny that city employees have, on at least one occasion, called the police on this elderly gentleman simply for watching city employees do their jobs? You may want to check with Law Director Kevin M. Butler to see when citizens watching city employees, from a public place, became illegal and subject to police intervention. To put it in perspective folks, this gentleman is well into his 90's, not a recent retiree in his 60's.

4) You claimed that this post was false:

You claim this is false. I am highly skeptical of this. Do you have documentation which shows the pavement condition rating on this street as of the time of its paving? Do you have any evidence to substantiate your claim that an "inordinate" amount of city time and resources was being put into repairing Kenneth than other streets (invoices, work schedules, etc.)?

5). You claimed that this post was false:

I am again skeptical pf your claim is that this claim is false. You should have evidence readily available that substantiates your claim. Cities often tout in press release "city to pave X miles of streets this year". This information should be available going back several decades. I would be interested in seeing this, in order to substantiate your claim.

Finally, the city should currently have a database or lists of reported potholes, and their intended date of repair (also known as a pothole repair schedule). In the interest of openness and transparency, I would be interested in seeing this schedule, in its original form, in order to substantiate what you apparently perceive as my "conspiracy" that certain streets are getting favorable treatment.

Also, the City of Cleveland has been out patching for over a month now. Do you have any ideas as to where they are getting their patch material if the asphalt plants are closed?

I look forward to seeing the documentation and evidence requested above to substantiate your claims that my claims are "false", "falsehoods", or "outright lies" when you return to the office early next week.
