I think that the Arts District designations can cover Entertainment Districts, or at least that's part of the discussions that I've heard over the past couple of years. It's something that the Planning Dept. has been thinking about, if that helps.

But I like that idea about the trolley.

Tried it out this summer and I think it would catch on. Malloy's party bus must have a certain amount of down time. Maybe he would be willing to offer it on a trial basis for a while. This was something that I would have loved to present to the Lakewood Hospitality Association but finding them was rather challenging. Figure with the number of bars in the city and the layout of houses most wouldn't have to even take their car out of the garage. They could just walk to the corner and get dropped off at the end of the night at the same corner.
I agree with Ryan's premise but would replace the drive for retirees with college students, recent grads or others in the 20-30s. Schools and this push to make the city family friendly sound great but look at the cost incurred to compete and there is still no guarantee that this is what's going to keep families here. What does someone need from a city that is between 21-35 though? Bars/Restaurants, some shopping (maybe), friendly neighbors(?), access to freeways.... we've already got most of it. Depending on if the city or business that gets the contract could market citywide wifi, I see little reason why more wouldn't continue to flock here. Also the first time homebuyer is less likely to do a real comparison of tax rates between cities before buying so Lakewood can get them for a couple years then find another replacement when they leave. To compare the two though, I'm not sure that retirees would produce a vibrant community, if quiet is what you're looking for then the plan is perfect.

I don't know. Isn't half of every other city an "arts district"?
I think an "entertainment district" would be much more applicable as long as it was geared towards making the "district" actually different from other parts of the city. Meaning accommodating bar patrons,noise, parking and residents who wan to be there and other residents who do not.
