I would follow DL's suggestion as a drastic approach.

I will call Ed tomorrow and see if there is a check list for residents and landlords.

I have been lucky we rent a pretty nice place, and we work to keep it nice. I remember all too well renting, and based on that we rent our property. I have been called are good landlord, David is also a great landlord.

In our neighborhood I have to think the owners that live in their homes are doing a worse job keeping yards nicer than the rental properties.

Fining parents for their children's criminal behavior, I can buy. Making landlords responsible for tenants behavior sounds like a slippery slope. If the trouble maker bought the house should the bank and the real estate company be fined?

When you witness crime, you need to call the police. That isn't drastic.

The neighbors with which Amy and Anne have problems may already be on notice regarding the nuisance laws.

It isn't drastic to want to stop lawless bullies from taking over your street.

I've been searching through the online codified ordinances to find the language of Lakewood's "Good Neighbor" law. Can anybody point me to the actual ordinance number?

The bottom line is that landlords already CAN be held responsible for allowing chronic nuisance-makers to reside in their buildings and taking no action.

I think "absentee" should be replaced with the more accurate "irresponsible".

Shawn raises an interesting point.

While I have looked at ways to limit Absentee Landlords, it does get into people investing in Lakewood. Which is better homes for sale or absentee landlords. That said all absentee landlords are not bad. I know some damn good ones.

As I mentioned in my neighborhood the rentals are better than many of the owner occupied homes.
