It is only a smoker's subsidy this time. In the past it was either a form of tax subsidy, or tax deductible donations another form of tax subsidy.

While I agree with Bill at some point it makes no sense to keep "dead arts" alive at the level many feel they need to be. they should be some form of a system in place driven by demand of the public.

Instead of EVERY large city needing ballet, and it taking a majority of available funds playing for half filled houses, they have now started to merge ballet companies and cities share them. Much more cost effective for a one of the great forms of dance arts, but would seem to be waining in these days.

Should we have a cigarette tax for the circus? No, the circus as it once was has fallen out of flavor, so they merged and move. Another one for Vaudeville? When does RAP get on the government dole?

I think we can all agree that "The Arts" are all born out of entertainment, and when they no longer become entertaining...

as long as the majority of the voters are willing to agree that a smoker tax should pay for the arts then so be it. I'm really racking my brain to recall any promises or ads that said issue 18 would attract more business to Cleveland. I guess I was stuck on the irony of one issue that says folks can't smoke in public places then following it with a tax for when they do smoke, somewhere.
If the alternative is to let go of one of the few things that the area has that are unique or at the least interesting, then it appears we made the right choice.
