After having been $4 the summer prior. The precipitous drop happened in the late fall and winter. So what did the lame-duck Bush do to cause prices to fall so dramatically? Or was it the election of Obama? Or maybe the President just has fudge-all to do with the price of gas?

Bush did very little to cause the price of oil to dramatically fall. But, the day after he signed an executive order lifting the moratorium on off-shore drilling in the eastern half of the Gulf of Mexico and off the U.S. Atlantic and Pacific coasts. The price of oil per barrel did plunge the very next day.

news of new permits should not have any immediate impact on the price of oil.
it takes months to years to get new off shore oil wells into production.
the market gamblers are irrational.
