From the City of Lakewood Charter concerning Initiatives - Read section B. Majority of the qualified voters who actually vote. From Article XX Initiatives.



[quote]SECTION 10. SUBMISSION TO ELECTORS.
(A) When the certificate of the Clerk shows the petition and supplemental petition, if any, to be sufficient, the Clerk shall certify the fact to Council at its next regular meeting. If a primary, regular municipal or general election is to be held not more than six (6) months or less than thirty (30) days after the receipt of the Clerk's certificate by Council, such proposed ordinance shall then be submitted to a vote of the electors. If no such election is to be held within that time, Council may provide for submitting the proposed ordinance to the electors at a special election. If no other provision is made as to the time of submitting a proposed ordinance to a vote of the electors, it shall be submitted at the next primary, regular municipal or general election.


(B) If a majority of the qualified electors voting on any such proposed ordinance shall vote in favor thereof, it shall thereupon become an ordinance of the City.

(C) If the provisions of two or more ordinances adopted or approved at the same election conflict, the provisions of the ordinance receiving the highest affirmative vote shall prevail. [quote]

There is no provision for requiring a majority of all registered voters. Therefore MAJORITY of those voting will pass the hospital ordinance, or any future ordinances.
