Peter--- I think the charter simply says that council will appoint and does not establish any process. So, council could on their own choose from outside the list of applicants.
On that point, in reviewing the list of applicants, I am impressed first of all by the number who have expressed interest. And, secondly, having a cursory knowledge of the applicants' talents and involvement in Lakewood, I am very impressed by their collective caliber.
I think Council has the luxury of a difficult choice.

I too am glad that so many have applied for the position. My only disappointment is that despite having so many smart capable women in Lakewood not one of them applied. There are many reasons why women feel like they don't have the extra time or experience to run for office. I hope we can work on changing that.

Sam O'Leary is a good man for the job, but I don't think Clarence is in Ward 2. It looks like it is a border street between 3 and 4.

Let's wait till choices are made before we make the accusations like that.
It is funny some on the list, have close ties to council, various groups desperately searching
for power remain in power etc.
Funny, none of them are known for being a fighter for the people, or outspoken on any of
the various things starting to effect the neighborhoods.
Yet many of them are very outspoken and pro-commercial economic development.
But as this is a council decision, lets wait while they do their homework and interviews.
But the announcement potentially can tell us where city council wants to head.

At the Monday, January 6, 2014 City Council meeting, City Council President Mary Louise Madigan announced that interviews will begin on/about Monday, January 13 with hopes that the seat will filled by the Tuesday, January 21, 2014 City Council meeting.

By the way, City Council has an odd way of noticing meetings.
Are they really going to be discussing the Ward 2 position tomorrow?
If not, why is it No. 1 on the list?

"Tomorrow we're going to talk about process for replacing the W2 person and to appoint to the boards and committees. If we got to Executive Session it will be to talk about the candidates and who we'd interview.
I think we can find time for public comment about the W2 seat, probably before we go into ES."

City Council should interview everyone and find ways for everyone to be involved in a committee, commission, or something within City Hall.

Hopefully, we get a council appointee that has actually run for a position in the past.
Incumbents have inherent advantages over those who are running against them.They have insider support, Democratic Party support, and enhanced credibility.
The questions I pose, and these may be difficult to answer, are:
Can we (citizens) via the city charter limit the influence of outgoing/current council members on appointing their replacements?
Is there a way to make the process more transparent?
Instead of having council choose the replacement, is there a way to have an independent board from an array of different Lakewood organizations choose the appointee?
Moreover, is there a way to decrease the amount of time an appointee stays on council before they are up for re-election?
I don't have answers to these questions, rather, I'd like to pose them to the deck. Ultimately it's on residents to run for vacant seats.
In my opinion, people who run for their seat the first time have more credibility with the greater public than an appointed official.
Appointed officials are usually loyal to the insiders that got them to their position, not the public that does not have a say in their appointment.
One problem this creates results from listening to the inside group that hangs onto old policies and mind sets rather than listening to the majority of residents in neighborhoods who speak up for change.
This is one of the major flaws in the insider game of appointments.
