sex offender rights? child rapist block from school
I am on the county sherrif's sex offender notification system. Over the last 6 months I have noticed the amount of sex offenders moving into my area has increased at an alarming rate. The most recent update today was for a man that served time and is listed as having raped and kidnapped a 5 year old girl and 7 year old boy. He is now living one block south of LCA and lakewood park. The lakewood police department responded very quickly to my inquiry saying this man's crimes were committed prior to living restrictions so their hands are pretty much tied.
Does this bother anyone else?
Are sex offenders like this ever safe to have around kids?
Should anything be done by citizens, such as protests outside of his apartment?

And there you have it. We can limit McDonald's and Coca-cola for their contributions to obesity in children, we can restrict smoking indoors to save ourselves from the effects of second-hand smoke, but we can't save our children from the preying eyes of those who would seek to hurt them.
You ask if they are safe? Is a heroin addict safe around heroin, or an alcoholic safe around alcohol?

Since the Supreme Court’s decision in Hyle v. Porter, other Ohio courts have concluded that the residency restriction cannot be applied retroactively, even when the offender did not reside at the location in question before July 31, 2003. For example, in the 2008 case Vandervoot v. Larson, the Fifth District Court of Appeals held that the statute cannot be applied retroactively even if an offender did not purchase or own his residence before the statute's effective date. In the Vandervoot case, an offender was convicted of a sex offense in 1994. In December 2004, after the residency restriction went into effect, the offender moved within 1,000 feet of a school. The Fifth District Court of Appeals held that the city of Lancaster could not use the residency-restriction statute to force the offender to move. Other Ohio courts have reached the same conclusion.
Although state lawmakers are trying to address these recent court decisions by amending the statute, amendments have not yet been enacted. Thus, at this time, the municipality's power to force sex offenders to move their residences is limited. The municipality may not prevent a convicted sex offender from residing within statutorily restricted areas if the offense was committed before July 31, 2003. Moreover, even if the law is amended, it could be susceptible to further attack on constitutional grounds.

For the record, I feel that this issue ranks much higher than Garage Sales and Park hours.

I believe the entire city would agree with you on this one. But instead of seeing what laws
were on the books already, they said there was nothing they could do, then went to work
creating new laws on really important things like keeping law abiding citizens out of parks,
and limiting the way legal law abiding tax paying people could recycle and recover a small
portion of their investment.
Systematic of a much bigger problem here.

Maybe I misunderstood the post above, but it seems the Federal law does not provide a tool for them to act against this sex offender. As well I thought it said that the police acted quickly in stating what the law allows them to do and not to do.
What does that have to do with City Hall looking up laws and your belief that other duties kept them from due diligence?

Here is an article that explains some of the problems with local laws. It is tough to take away rights of people with laws created after they committed a crime.

I wonder if a new medical classification of their disorder can take away their rights.
I personally do not believe that anyone who commits sexual crimes against small children should ever be allowed near them again unless they are chemically castrated.
