Agree.
IMO, the best current way to prevent riff-raff at any park is the presence of lots and lots of law abiding citizens with cell phones.
It reminds me of those who grow hedges high for safety. Stats show the safest homes aren't gated and have no hedges providing cover for the crooks.

Second, unless your truly a graffitist, and even then... we could never globally answer what times are best for performing the art of graffiti. Thus it is irrelevant and rather pointless if a serious discussion is desired.
If this was just for levity... good one!
I do use levity and sarcasm occasionally in my posts. It helps me deal with some of the crazy things going on around here.
If I remember correctly, graffiti was a reason noted in the council docket.
I'm not a graffitist and I wasn't trying to answer what time is best for carrying out this type of activity. BTW graffiti is vandalism not art. Anyway, the time of day doesn't matter as much as asking when will there be an opportunity? The answer is when there's no one around to see it. It doesn't take a rocket scientist to figure out that we've just increased the opportunity by a couple hours by closing the two parks early. And as a result, honest law-abiding taxpaying voting citizens have been robbed of the privilege of enjoying a community asset.
