Reading between the lines, I am guessing that Roundstone was strongly suggesting that without this funding they would leave NEO.

I believe the owner lives in Rocky River.
Color me skeptical about the company"s desire to move out of Northeast Ohio.
The Port Finances projects all over NE Ohio. Why not Lakewood?.
