I believe that the Metro proposal was put up just for show by Mr. Summers good friend, Armond Budish. It was never meant to be an official offer.
It appears that the Summer's Gang just chose to ignore and B.S. their way out of the offer by Surgical Development partners.
I believe that we already know that the entire scam was planned out well in advance of any offers.
Wow! It appears that between city hall and the Lakewood City Schools, they have built a criminal empire!

Ms. Allen: I respect your opinions and your right to post them. However, if you want to effectively dispute my written conclusions, you will need to post documents that support your alternative position on the Metro Heath System proposal.
You may, in fact, be correct.
However, I cannot reach your conclusions based upon the documents that I have reviewed. I have seen no document that would establish that the county executive or his office was involved in Metro's decision to respond to the Subsidium RFP process with a written proposal.

Metro is a county hospital and Armond Budish is the county executive. This is common knowledge.
Anyone who doesn't believes that the county is not involved should re-evaluate their thinking. Why do you Think that our prior council president, Ms. Madigan, was suddenly given a promotion to a position that she is not qualified to fill? She was placed by Mr. Budish, in his cabinet, to Communications Director. Is it a coincidence that Ms. Madigan's primary role is to control all of the public document requests for the entire county? Ms. Madigan also controls all media communications.
There are many more people that have been working on the city corruption case for quite some time now. At this time, any documents or "proof" that you are seeking, will not be posted until the time is right.
This whole mess is quite deep and I believe it is only a matter of time before all this will be revealed.

I believe what Mr Kindt is saying, let's work with REAL DOCUMENTS, that we now have, and can openly revue, and leave the big reveal(?) until those documents are ready.
To do anything less not just destroy the validity of many of these very real arguments, but raises expectations to the next reveal, when we should be concentrating on each very REAL, very provable examples of what is going on.
I would go even further in so much as before one cleans up the county, one should clean up the neighborhood and city. Baby steps back to a credible, honest and transparent government.
If we can get this city honest, then we will see first hand any county involvement, and tackle it then.

I look forward to that revelation. It's hard for me to believe Metro would put in the time to pull together their thorough proposal at a time when they were busy planning a very major renovation. They could have submitted something much more cursory. It suggest that Metro's strategic planner--Akram Botros (formerly of CCF) knew that Summers's Secret Step2 Committee was favoring CCF and was "closed to new ideas"

Do I have my dates right? This was almost a year before the January meeting announcing the CCF deal, so the apologies for lateness were something of a courtesy. Again, this was a very serious proposal.

Subsidium was retained by LHA/CCF to conduct a proposal solicitation process. This has been discussed and described earlier in this thread. During that process, Metro Health Systems submitted a formal written proposal to Subsidium that would have Metro step into the LHA lease; continue the hospital as an ongoing concern; and invest $100,000,000 over 10 years.
How and why this offer was rejected is the mystery of the age. Mr. Essi has collected a number of documents that generally outline the timing and the outcome.
I've done some analysis that led to official complaints filed with the Federal Trade Commission.

Thank you for your work on this subject. This has been a point of contention with me. At a time when healthcare is the hottest market in NE Ohio, why did the “democrats” on council go along with Mayor Summers? 1,500 jobs lost. I’m perplexed!
We have the Lakewood Democratic Club sending out emails blasting Trump for his healthcare plan, yet nobody seems to see the massive contradiction in allowing O’Leary and Bullock to close Lakewood Hospital. Lakewood Hospital was full of Medicare/Medicaid recipients. These are core democratic programs from the Great Society Era!
Let’s recap:
1. The hottest job market in NE Ohio is healthcare
2. The job gains in NE Ohio are related to healthcare
3. This kumbaya BS on coming together ignores economic realities.
4. It’s time for people to come together and call on the Department of Justice to investigate City Hall.

I want to bring this topic back to a simple, easy to understand example.
Say a City Department ordered a vehicle the purchase price of which was $40,000.
Then, the City sold this vehicle a short time later for $20,000.
Deckers-- take it from there---
Is anyone to blame for this loss? What actions could be taken to make the City whole for the $20,000? Is there criminality involved? Or, is stupidity a prosecutable offense?
